BACKGROUND OF SOCIAL & HEALTH MANPOWER DEVELOPMENT PROGRAMME – INTERMEDIATE AND LONG-TERM CARE (SHMDP-ILTC):  

The Social & Health Manpower Development Programme (SHMDP), an initiative by Ministry of Health (MOH) was expanded to the ILTC sector in 2002 and named the HMDP-ILTC. The programme administration was transferred from MOH to Agency for Integrated Care (AIC) in late 2009. With the inclusion of aged care social services from the Ministry of Social and Family Development (MSF) to MOH as at 1 July 2013, the Health Manpower Development Programme-ILTC (HMDP-ILTC), is now renamed the Social & Health Manpower Development Programme-ILTC (SHMDP-ILTC). 

The aim of the SHMDP-ILTC is to develop and enhance the manpower capabilities of Community Care providers, to improve the quality and range of community care services in Singapore to meet healthcare and social care needs. It caters for advanced skills training in elderly and continuing care, including short courses and formal educational programmes and attachments to local or overseas healthcare and social care/community care facilities.


SHMDP-ILTC ELIGIBILITY CRITERIA:  

SHMDP-ILTC is open to Community Care Institutions that meet the following criteria:

  1. Institutions that are government-owned or operated by voluntary welfare organisations (VWOs) registered as charities under the Charities Act (Cap 37), and providing Community Care healthcare services; or
  2. Institutions that are operated by voluntary welfare organisations (VWOs) registered as charities under the Charities Act (Cap 37) and receive subvention funding from MOH for the provision of Community Care social services; or
  3. Institutions that receive MOH or Agency for Integrated Care (AIC) programme funding for Community Care healthcare and social services; or
  4. Private providers receiving portable subsidies from MOH for the provision of Community Care healthcare and social services; or
  5. 3rd party service providers with Institutions of Public Character (IPC) status, providing supporting healthcare services to VWOs providing Community Care healthcare services.
 
SHMDP-ILTC FUNDING SCHEMES AND SUPPORT: 

There are two schemes under the SHMDP-ILTC: 

  1. Fellowship Scheme - The scheme provides funding support for Community Care employees to pursue training or skills attachment at local or overseas healthcare and social care institutions.
  2. Visiting Expert Scheme - The scheme provides for overseas or local experts relevant to the Community Care sector to conduct training to impart their skills and to share their knowledge.

The funding support for each SHMDP-ILTC scheme is as follows:

BOND:
 

(only applicable to Fellowship scheme) 

The awardee shall be bonded to the Community Care institution if the training period lasts two (2) months or longer, or if the training costs exceed S$5,000. Awardee who is on part-time working arrangements will have his/her bond adjusted commensurately. For more details, Please refer to Annex D of the funding guideline. 

 

APPLICATION: 

Interested medical, nursing, allied healthcare professionals and administrator/care support staff working in the Community Care sector can apply for SHMDP-ILTC through their employing Community Care institutions to SHMDP-ILTC Secretariat, to seek funding support for their advanced skills trainings.
